FBLA CHAPTER BYLAWS
STEAM High FBLA Bylaws 1.1
1.1.1 The STEAM Academy at McCluer South Berkeley FBLA Chapter shall be guided by the approved bylaws.
Purpose 1.2
1.2.1 The purpose of FBLA is s to provide, as an integral part of the instructional program, additional opportunities for secondary students (grades 9–12) in business and/or business-related fields to develop vocational and career supportive competencies and to promote civic and personal responsibilities.
Officer Roles 2.1
2.1.1 The student officers of STEAM Academy at McCluer South Berkeley shall have the following offices:
President
∙ Presides at council meetings and official meetings
∙ Appoints needed committees and committee chairs
∙ Maintains close communication with chapter adviser, district & state officers
∙ Ensures that the tasks required to accomplish the program of work are completed in a timely manner by the officer team.
∙ Performs duties for the promotion and development of local chapter FBLA-PBL Vice President of Membership
∙ Presides at meetings in absence of the president and would assume that position if it became vacant
∙ Works with chapter advisor and other officers to develop a membership strategy for the year
∙ Works with local chapter to increase membership and participation
∙ Promote the district, state, and national programs to chapters
∙ Organizes on campus volunteering training and member assignments
∙ Performs other duties as directed by the president or state advisor
Vice President of Communications
∙ Oversees communication from the local chapter members, parents, and community members as directed by Vice President of Membership, President, or Adviser
∙ Monitors and updates FBLA social media outlets with news from local, district, or state officer teams
∙ Encourages chapter members to submit pictures and news articles for publication on the website and social media outlets
∙ Collects and submits local-level news and pictures to the state office and state social media outlets (president has the option to perform these tasks at discretion)
∙ Oversees chapter broadcast, public announcers (P.A.) and creates committees for these tasks
∙ Performs other duties as directed by the President, Vice President of Membership, or Adviser
Secretary
∙ Records the minutes of the council meeting and official business
∙ Keeps an accurate record of all meetings
∙ Assists the Vice Presidents with the creation of recruitment materials
∙ Performs other duties as directed by the President, Vice President of Membership, or Adviser
Parliamentarian
∙ Assist the President and Vice Presidents with the use of proper rules of order
∙ Ensures that business is conducted properly at chapter meetings and other business meetings of FBLA
∙ Uses the newest edition of Robert’s Rules of Order as a guide for decisions not otherwise outlined
∙ Assists the Vice Presidents with the creation of recruitment materials
∙ Performs other duties as directed by the President, Vice President of Membership, or Chapter
Adviser
∙ Performs duties for the promotion and development of the local chapter
Treasurer
∙ Collecting money: Collecting membership dues and writing receipts
∙ Handling deposits: Filling out deposit slips
∙ Preparing budgets: Overseeing the preparation of annual budgets and planning for the club’s future finances
∙ Monitoring finances: Tracking revenue and expenditures
∙ Ensuring that all authorized payments are made
∙ Maintain records: Keeping accurate financial records that are easy for club members to understand
∙ Preparing reports: Generating timely and reliable financial reports
∙ Assist the Vice Presidents with the creation of recruitment materials.
∙ Performs other duties as directed by the President, Vice President of Membership, or Chapter Adviser
2.1.2 Chapter Officer’s Terms
* All Officers will serve for one-year term
* All Officers must reapply and campaign for any position including the role previously held
* All Officers must adhere to the rules and school-wide expectations.
Chapter Officer Elections 2.2
2.2.1 No officer position may have more than one officer per role.
2.2.2 Candidates may run for any position. A majority vote is required for election. If no candidate receives a majority vote on the first ballot, there will be a runoff. A runoff will be held between the two candidates who received the highest number of votes on the first ballot if there are more than two candidates and a majority was not reached on the preliminary vote. The selection process includes the majority member vote, along with the electoral chapter voters.
2.2.3 Only eligible members may run for an executive position. This includes the required 12 volunteer hours quota being met, as well as no more than 2 infractions for attendance.
2.2.4 If there is not an applicant for an office, the Chapter Adviser shall notify officers to see if they would like to switch to run for vacant position. Adviser may appoint a member based on his/her discretion if there is an empty position.
Removal from Office 2.3
2.3.1 Officers must meet the expectations outlined in the chapter bylaws. If an officer does not meet the requirements, it will result in probation and then removal from office. The decision to remove a candidate from office must be approved by the President and or Vice President of Membership, and the Chapter Adviser.
2.3.2 Officers that do not adhere to the school rules & expectations will result in a probationary period and if the behavior continues, removal from office.
2.3.3 Three Infractions equates to removal from office.
* 2 Missed meetings equate to 1 infraction
* 1 Missed deadline equate to 1 infraction
* 2 Dress code violations equate to 1 infraction
Active Membership 2.4
2.4.1 Any student who is taking or has taken a business course or career & technical related occupations shall be eligible for active membership for the local FBLA chapter. Candidates must have at least a 3.0 GPA to become a member. Chapter Adviser may along with two officer’s agreement may enable a candidate with a lower GPA to continue on through the membership process.
2.4.2 Candidates for FBLA member at STEAM High must complete an application form and is guaranteed an interview with Officers and or Adviser
2.4.3. Candidates must meet the criteria stated in the bylaws.
2.4.4 Members are expected to attend all meetings. If a member misses two meetings in a semester they are placed in membership probation status. Probationary rules will be created by the officer team and discussed at the first two chapter meetings. Not adhering to probationary terms members will be dismissed from the chapter.
Remove Member 2.5
2.5.1 A member may be dismissed as a member of the Chapter if the Member violates school rules & expectations and or not adhering to the bylaws.
Participation Levels 2.6
2.6.1 STEAM FBLA’s Code Participation Levels:
1 - Paid dues/member, but had 0% participation
2 - Low level of participation (up to 25% of activities)
3 - Medium level of participation (25% - 75% of activities)
4 - High level of participation (more than 75% of the activities)
2.6.2 Members are expected to be at Participation Levels 3 & 4. Anything below warrants a member efficacy meeting. The Efficacy Team will meet with the underperforming member and strategize ways to optimize the STEAM FBLA experience.
2.6.3 The Leadership Team with Advisor consent reserves the right to excise a student from their membership and its privileges.
Chapter Meetings 3.1
3.1.1 Chapter meetings shall be held at such time and place as the FBLA Adviser and the officers shall determine. The purpose shall be to promote the program, to interpret the activities of the year, and to transact any necessary business.
3.1.2 Chapter meetings shall be every other week on a designated date agreed upon by the Adviser and the Officer team.
